Joe Ryan

National Director Operational Performance and Integration - HSE

Joe Ryan is the National Director of Operational Performance and Integration with the HSE. He has worked in leadership roles in the public healthcare sector for the past 17 years and prior to that for 23 years in management and leadership roles in the multinational technology sector with organisations such as Adobe, Autodesk and Sykes Inc. in a number of countries across the globe.

 

In his current role, Joe is responsible for the monitoring and reporting of operational performance across all of Ireland’s publicly provided health and social care services and the support of continuous improvement of those services. He also is responsible for Patient and Service User Engagement, Data Protection, Emergency Management, Service Provider Contracting and Compliance, Environmental Health Services and Patient Identity Services.

 

When the May 2021 cyber attack occurred, Joe was appointed as the lead for the Legal and Data work stream under the HSE’s overall response to the attack. This work stream has worked with legal advisors, technical experts, An Garda Síochána, the National Cyber Security Centre and the Data Protection Commission to recover the data, identify and notify affected persons and manage all legal affairs associated with the attack.

 

Joe’s previous roles in the HSE include leading national transformation and reform programmes of work and establishing and leading the ICT Audit function for the HSE.
